Eritrea: EU-Horn of Africa Ministerial Conference in Rome

The EU-Horn of Africa Migration Route Initiative (Khartoum Process) was launched on Friday under Italy’s EU Council Presidency at a ministerial conference in Rome. Participating countries included the EU’s 28 Member States, Libya, Egypt Sudan, South Sudan, Ethiopia, Eritrea, Djibouti, Somalia, Kenya and Tunisia.

Since Italy assumed the EU Council Presidency migration and refugee policy was put at the heart of the EU’s foreign policy agenda bringing the issue into the spotlight. The initiative aims to promote concrete projects for the more effective management of migration flows in the countries of the Horn of Africa and the main Mediterranean countries of transit (Libya, Egypt and Tunisia).

In an area where recurring tensions have also led to armed conflict, the Khartoum Process (KP) is poised to assist regional stabilization efforts, Italy said.

In a joint statement Germany and Italy said that the Mediterranean crossing is just the last stage in the long journey from the Horn of Africa to Europe. From the moment of their departure, migrants are constantly exposed to the danger of falling victim to grave violations of their human rights, or to humanitarian emergencies.

An estimated 25-30,000 Eritrean, Somali and Ethiopian citizens have been kidnapped and tortured on the East Africa migration route since 2009 with the aim of demanding high ransoms from their families.

Italy and Germany have therefore decided to strengthen their joint commitment in the Horn of Africa in the framework of the Khartoum Process.

The initiative has been well received by European countries, especially those most closely affected by migration. Germany for example has expressed its great interest in the KP’s aims and is considering possible bilateral migration-related initiatives with the countries concerned. African nations have also responded with enthusiasm to the initiative, according to the Italian Ministry of Foreign Affairs.

Speaking at the conference, Germany’s Foreign Minister Frank-Walter Steinmeier said, “Civil wars, expulsion, a lack of economic prospects and human rights violations are forcing increasing numbers of people to leave their homes in the wider European neighbourhood. Driven by the hope for personal safety and a better future, they embark on dangerous odysseys, often through multiple countries and across the sea. Many refugees suffer hardship and exploitation on their long transit towards Europe.

Steinmeier emphasized that a long‑term solutions to the current refugee crises and migrant flows can only be found together with the countries of origin and transit and that the Khartoum Process is so crucial in order to achieve this goal.

    Reference to the Eritrea case, let the EU enforce the implementation of the EEBC ruling. That simple! This will significantly curtail Eritrean economic immigrants flow to Europe. Question is ” Does Europe have the political will to challenge US policies in the Horn of Africa?” If not, what is the real sense of holding such Conferences?

        Good point Marc, Africans should solve their problems themselves. However, they should be left alone to do so i.e the ignorant cowboys and their European puppets should stop the intensive care and appeasement to Ethiopia - a nation without which CANNOT feed itself, let alone to stand in two feet and occupy sovereign neighboring territories. So, try to have a balanced/critical view of things before blaming us in blanket.

          Eritrea needs a government that is for the people. Then the migration problem will be solved. At the moment the government is using the boarder situation with Ethiopa to oppress its own people. Qute denying the truth, and stop lying to your self. When you do that, change will come.
          Enough with giving excuses for the government! It has been over 20 years. I think it is time to wake up.

            Dude - No one here said the GOE doesn’t have shortcomings - I certainly didn’t praise it. But, you are welcome to say your bit and express your dismay with how you feel things are. Just don’t get off topic and bark at anyone.

            By the way, yes, it has been over 20 years since we got our freedom!! - greatly thanks to our brothers and sisters who sacrificed so much, and still are sacrificing.
            Imagine if it weren’t for the minority in Ethiopia which threatened to reverse that freedom - how would things be different. Please don’t deny and forget that truth also, and wake up to the whole reality.

            I agree that it is time to wake up! For example we don’t accept another persons opinion, we are not allowed to listen, read other news than the government’s news outlets. Eritrean Ambassadors are tweeting or promoting news outlets that praise them and are beneficial to keep them in power? Can this be the way the relationship between government and people should be? Can this guarantee no self-interest of those in power? I don’t know! Something is heavily wrong with the PFDJ Eritreans misinterpreting patriotism, duty and loyalty to your nation.

          That’s extreme man, who are ‘lepers’ you talking about and why do you think ‘they couldn’t survive’ without creating all these problems you mention? The blame goes both ways, - there are foreign interventionists (western capricious opportunists) as well as corrupt and backward Africans (such as Ethiopian regime) who let these play with our lives and resources.

            we are able to solve our problems. However if he was concerned person he could have written it, in a manner that would not offend; when some one says you are ‘incapable’ that signifies he is belittling us because we are Africans, so I don’t have time and nor decent words towards a bigoted individual.

      Europe is subservient to USA. The rule of law means nothing. They will continue to prop up brutal regimes like the one in Addis. This conference is nothing but a waste of time.
      They need to address the main issue (Weyane belligerence, warmongering, and flagrant disregard for international law.
